All CEC applicants must meet the program’s language proficiency requirements to qualify.

I am a work permit holder working as a postdoctoral fellow for more than two years in Canada and more than one year in Ontario. I have a foreign Masters and PhD.
Masters and PhD from Europe: I have got an equivalent Canadian Degree from WES.
According to the requirements of CIC, applicants may need to submit IELTS score for immigration purpose. If I am correct, the eligibility criteria requires an IELTS band of 6 (each section).
For these reasons, I took the exam two times and got the following scores:
First time: Listening: 6.5
Reading: 6.0
Writing: 5.5
Speaking: 8.0
Band Score: 6.5 (i.e., Average)
Second time: Listening: 6.0
Reading: 5.5
Writing: 6.5
Speaking 7.5
Band Score: 6.5 (i.e, Average)
As we can see from the second exam, I have improved the writing section by 1 point, but I still hurt the reading section.
Please note that my work on the postdoctoral fellow is on electrical, electronics and telecommunications domain where I usually work on mathematics and engineering problems. I think this affects me from getting good English score.
Also I have more than 20 international technical published papers (IEEE papers).
I am writing this letter to request the expert to help me on the possibilities to apply the any PNP program with the current IELTS scores. Is it possible to provide the full list of my published papers to compensate the 0.5 point loss of IELTS. Please also note that I also have other skills such as presentation, tutorial, and leadership and social skills which could possibly help to strengthen my application.

However, my profile is not eligible for PNP and FSW? The other thing is that does the requirement of the IELTS must be satisfied by one exam, or it could be obtained from the other. I mean in my case, the reading is 6 in one of them and 5.5 in the other, and the writing is 5.5 in one exam and 6.5 in the other? (If one takes the maximum scores from the two exams, the requirement will be okey)?

You can directly talk to your college or university, they will take an english exam in college. There is no need of IELTS.
Another option, if you already study in Canada before then no need of any exam.
