Citizenship and Immigration Canada has released more details about the new Federal Skilled Worker program, which will be launched in January of 2013, and it includes changes to how language proficiency is assessed. In an interview with CICS News, Regulated Canadian Immigration Consultant (RCIC) Alex Khadempour said applicants would need to focus more on language under the new rules:

“If you are looking to apply for the new Federal Skilled Worker program, it’s best to start by understanding the new language requirements and to write your exam as soon as possible so that you don’t miss the window of opportunity before the quota fills up.”

“CIC plans to significantly increase the maximum points awarded for proficiency in the English and French languages from 24 points to 28 points, making language the single biggest factor in an application’s chances of being accepted,” he added.

Details of the proposed changes

First Official Language:

According to a bulletin released by CIC, an applicant must prove a minimum proficiency in each of the four language abilities, speaking, listening, reading and writing, that is at the Canadian Language Benchmark 7 (CLB 7) level for English or is at the Niveau de compétence linguistique canadien 7 (NCLC 7) level for French, in order to qualify for the Federal Skilled Worker Class (FSWC) program.

For the English language requirement, CLB 7 is equivalent to scoring 6 on the IELTS. For the French language requirement, NCLC 7 is equivalent to scoring 309, 248, 206 and 309 on the speaking, listening, reading and writing modules of the Test d’évaluation de français (TEF), respectively. 4 points are awarded for each of the four language abilities, meaning that all candidates that meet the mandatory minimums on all language abilities will have at least 16 points.

The bulletin also states that applicants will be awarded one extra point for each language ability for which they score CLB 8 or NCLC 8 and two extra points if they score CLB 9 or NCLC 9 (for a maximum of 24 points).

The IELTS equivalent to CLB 8 is 7.5, 6.5, 6.5 and 6.5 on Listening, Reading, Writing, and Speaking. The TEF equivalent to NCLC 8 is 349, 280, 233, and 349 on Listening, Reading, Writing, and Speaking, respectively.

Second Official Language:

The number of points awarded for proficiency in a second official language will be reduced from 8 to 4 under the new rules, making focusing on studying a single language a more viable strategy for those seeking to qualify for immigration to Canada.

    I just got my result for IELTS general training and I got:

    Reading 5.5
    Listening 5.0
    Writing 6.0
    Speaking 6.5

    Am I eligible to apply under FSWP? My over all band score is 6.0 I am under NOC Skill B (9241). I am confused because in my IELTS result my first language is Filipino and in the CIC site there is a second official language. Where will I base my score, in the second official language? Second official language states (4 points if you meet the minimum threshold in all four language abilities) CLB Level 5 and above. I can still reach the 67 points even if my IELTS point will only be 16. Do I need to re-take the test again? Please advise. Thanks!

    My wife got Ielts score of 8 reading, 8 listening, 6 writing and 7 speaking. Is the points counted per module like 6,6,4,6 total of 22 points or all is scored as CLB 7 category 4 points each, 16 in total. please clarify.

  5. Hi, I have few questions:

    1. My IELTS General test results are:
    L – 7
    W – 7
    R – 7.5
    S – 7.5
    Overall band is 7.5
    According to Federal Skill Worker category, i get 6 points each when my score falls in the following range-
    Reading : 6 points if my score is in between 7.0-9.0
    Writing : 6 points if my score is in between 7.0-9.0
    Speaking : 6 points if my score is in between 7.0-9.0
    But, in the case of Listening I’ve got 7.0. How many points would I get? The table says,
    If I get 6.0 then i get 4 points
    If I get 7.5 then i get 5 points
    If I get 8.0-9.0 then i get 6 points

    R + W + S + L= 6 + 6 + 6 + (?) = 18 + ? Is it 22 or 23?

    Pls help!!!

    Another question: If get 22 points for Language then when I add all other points, my score would be exactly 67.
    I’m a single applicant age 32, with 3 years work experience in one of the jobs given in NOC list, with a Masters degree in Computer Science from US and also have sufficient funds for a single applicant. WOULD I STAND A CHANCE FOR FSW CATEGORY?

  6. Hi, I’m a carpenter and I did a CELPIP test for a Resident Permanent, my results was

    7 for listening
    6 for writing
    4 for reading
    6 for speaking

    Please, could you tell me if my scores are enough for skilled worker or skilled trade?

    As I understood from your website that the minimum IELTS score is required 6 band scores for four modules (Listening, Reading, Writing and Speaking) to apply for the FSW migration program.

    As I appeared IELTS exam twice I got scores :-

    First time: Listening – 5.5, Reading – 6, Writing – 5.5, Speaking – 6 (Exam dated on 19/07/2014)

    Second time: Listening – 6, Reading – 5.5, Writing – 6, Speaking – 5.5 (Exam dated on 06/09/2014)

    Please advise me, that can I CLUB THESE 2 IELTS results for my application for FSW Canada?

    • You need to qualify for a program like Federal Skilled Worker before you can use Express Entry. So no, you do not qualify since your reading is 5.5.

  20. I am applying with english as first language (IELTS: R=9.0, L=8.0, S=7.0, W=6.5).

    I would like to include French as second language (currengly I have DELF B2 diploma), but I have not yet done the TEF, I will do it in February.

    Can I entry and submit my express entry profile with only the IELTS and later include the results of the TEF (in order to get the second language points)? Would be possible to do this kind of update?
